SOPA was/is an American law. However SOPA has been pulled only for now until they believe they can figure out a better agreement that everyone will agree with.
Which is quite silly because the citizens of le internet don’t want censorship.

However back to your question, SOPA applies to the world. Not just the US or Canada, but globally. Think about how much foundation the US has in the internet. They produced YouTube, Facebook, Twitter, Tumblr, etc. If the US starts shutting down just even American sites that go against the SOPA law they will get shut down.

So the bills being produced right now that are producing censorships on the internet should be taken much more serious than people because it applies to the whole world in the end.
